Description
The City of Ogdensburg seeks Statements of Qualifications from qualified real property tax assessment firms, consultants, or individuals to provide on-call technical assistance and structured training for City assessment staff. The work is intended to help restore a 100% equalization rate, improve assessment administration, and build sustainable in-house capacity. Potential services include reviewing assessment systems, data, staffing, and workflows; providing technical support for property data, valuation analysis, sales-ratio studies, exemptions, and New York State requirements; training staff on assessment software, valuation methodology, exemption processing, and assessment-roll preparation; supporting tentative and final rolls, Board of Assessment Review proceedings, Small Claims Assessment Review matters, and possible revaluation or reassessment projects; and developing procedures, desk manuals, and internal controls. The engagement is expected to be performed on an as-needed, task-order basis, with specific work authorized in writing. Respondents must demonstrate recent New York State municipal assessment experience, relevant software and legal knowledge, qualified personnel, and at least three comparable engagements and three municipal references.
