Description
The New York State Office of Children and Family Services is soliciting applications from established nonprofit child care resource and referral agencies to establish Child Care Support Centers and administer regional substitute caregiver pools. Awardees will recruit, vet, train, and maintain qualified substitute caregivers; verify qualifications, references, medical requirements, training, and comprehensive background clearances; place caregivers with licensed and registered child care programs; maintain availability and performance records; and provide reporting and community access. Services must be provided at no cost to participating child care providers, and awardees must obtain and maintain an operating certificate. Up to four awards are anticipated statewide, with no more than one award per defined region. The anticipated total funding is $12.5 million over five years, or approximately $625,000 annually per awardee. Applicants may subcontract up to 40 percent of the annual contract amount, but core operating-certificate, caregiver-vetting, and caregiver-placement activities may not be subcontracted.
