Description
Westchester County, through its Department of Probation, is seeking a qualified contractor to provide comprehensive educational services for youth detained at the 24-bed Woodfield secure/specialized secure juvenile detention facility. The scope includes educational intake and assessment, instruction aligned with New York State standards, academic remediation, special education and related services, IEP and Section 504 implementation, English-language learner support, credit recovery, Regents preparation, career and postsecondary programming, and continuity of education during detention, modified facility operations, and discharge or transfer. The contractor must coordinate with home school districts and other educational agencies, retrieve and maintain educational records, provide transition and reentry support, maintain qualified instructional and administrative staff, conduct background and child-abuse registry checks, comply with applicable NYSED, OCFS, SCOC, FERPA, and other regulatory requirements, and submit monthly performance reports. Proposals must include a cover letter, proposer certification, required County schedules and questionnaires, responses to Schedule A, detailed technical and operational responses, and six annual cost-proposal forms covering a one-year initial term plus up to five one-year option terms.
