Description
The Town of East Hartford, acting through the East Hartford Fire Department, is soliciting proposals for a turnkey, NFPA-compliant live fire dynamics training program. The scope includes classroom instruction on modern fire behavior, NIST and Underwriters Laboratories research, ventilation, fire growth, and fireground decision-making; live-fire evolutions covering fire growth, ventilation-limited behavior, oxygen introduction, rollover, and flashover awareness; and train-the-trainer instruction in live-fire safety management, scenario control, instructional delivery, and standards compliance. The vendor must provide eight training sessions over approximately eight training days for groups of 12–14 participants, certified instructors with documented experience, a comprehensive safety and incident-management plan, compliant equipment, and a purpose-built fire behavior laboratory. The program must support additional operational training such as search and rescue, Vent-Enter-Search, and thermal imaging camera use, comply with NFPA 1400, NFPA 1403, NFPA 1407, NFPA 1408, OSHA, and applicable state and municipal requirements, and transfer the fire laboratory and equipment to the East Hartford Fire Department upon completion. Proposals must include an executive summary, curriculum outline, safety plan, compliance documentation, instructor credentials, pricing, implementation schedule, and references from comparable agencies. The program is to be completed within 120 calendar days of contract execution.
