Description
District Energy Corporation is soliciting bids for electrical maintenance at its Nebraska State Penitentiary thermal energy facility. The contractor must provide NETA-certified technicians to clean, inspect, and test identified switchgear, switchboards, protective devices, motor-control equipment, an automatic transfer switch, and a transformer in accordance with ANSI/NETA MTS-2023 and NFPA 70B. The work includes supplying test voltages, currents, generators, lighting, tools, labor, and supervision, while coordinating planned service interruptions and restoring equipment to working condition. The bidder must complete the DEC Bid Reply Form and DEC Bid Form, provide complete specifications and descriptive matter, and submit pricing for the standard maintenance scope plus additional trip, technician labor, overtime labor, administrative/project-management, and material-markup charges. The final report must include equipment identification, as-found and as-left configurations, test procedures and data, pass/fail assessments, calibration records, remedial actions, redlined diagrams when applicable, photographs of significant deficiencies, and recommendations for corrective actions and future testing intervals. The successful bidder must attend two virtual pre-execution coordination meetings and an on-site pre-execution walkthrough. A DEC Standard Services Contract and proof of qualifying insurance are required after award; the insurance certificate must identify DEC as an additional insured for general liability and include a waiver of subrogation.
