Description
The City of Stacy is seeking a professional engineering and planning firm to provide contracted City Engineer and City Planner services. The City prefers one firm for both roles but will consider separate proposals for either service. The engineering scope includes municipal infrastructure and capital improvement planning; project design, specifications, bidding, and bid tabulation; construction management, observation, staking, and documentation; utility and mapping records; development and permit review; feasibility, utility, traffic, surface-water, and other technical studies; grant assistance; and attendance at City Council, Planning Commission, public, developer, and other meetings. The planning scope includes zoning and subdivision administration, site-plan and permit review, comprehensive-plan and ordinance updates, development coordination, economic-development and housing studies, grant applications, parks and trails planning, public hearings, and related staff reports and recommendations. Proposals must include a cover page, cover letter, key personnel resumes, at least three municipal references with service descriptions and engagement durations, and detailed pricing including retainers, hourly rates, optional services, and reimbursable costs.
