Description
The City of Toledo's Solid Waste Division is seeking professional construction quality assurance services for 2026 gas collection and control system improvements at the Hoffman Road Landfill. The work includes full-time or mission-critical on-site observation of well abandonment, well redrilling, well installation, horizontal collector and condensate forcemain installation, connection to existing vacuum lines, material verification, pressure-test documentation, field drilling logs, and as-installed survey documentation coordinated internally or through a subcontractor. The selected consultant must prepare construction documentation consistent with Ohio Administrative Code requirements, update the GCCS record drawing, provide one draft and one final report in hard copy and electronic formats, and include one revision based on Ohio EPA comments. The proposal must address the firm's organization, experience, similar projects, project understanding, staffing and schedule, fees, DBE participation, and other qualifications. The anticipated construction timeline is approximately four field weeks, with the project expected to be completed by mid-December 2026; the contract is for up to one year and may be extended month to month as specified in the contract.
