The U.S. Air Force intends to award a sole-source contract to WM. David Schultz for Air Boss and ground support services for the 2027 First State Airshow and Open House at Dover Air Force Base. The scope includes producing the airshow schedule, directing performers, assisting with FAA waivers and approvals, coordinating with FAA representatives, air traffic control, and emergency services, managing aircraft and vehicle movements, conducting mandatory pilot safety briefings, and providing backup Air Boss coverage. The contractor must also provide narration, a high-fidelity public-address sound system for a 5,000-foot crowd line and audiences of at least 50,000 people, VHF/UHF air-to-ground radio integration, generators and backup power, sound technicians, ground teams, aircraft marshalling, and support for fuel, smoke oil, nitrogen, hydraulic fluid, and other airshow services. Required experience includes 200 hours working with warbird airshows, documented air traffic control or airspace experience or at least 10 years as a military-show Air Boss, experience with airshows exceeding 100,000 attendees, recent military-installation airshow narration experience, and operations with military jet teams. Liability insurance is required. The PWS states that the contractor must arrive June 10, 2027, with services continuing through June 13, 2027; the open house is scheduled for June 12–13, 2027.
