Description
Valley Metro Rail, Inc. is soliciting sealed proposals for mobilization, operations, and support personnel for its light rail and streetcar systems. The scope includes continuous daily service delivery, operations control center management, service recovery, special-event operations, staffing, recruitment, training, safety and regulatory compliance, reporting, performance management, and coordination with Valley Metro, maintenance contractors, public safety agencies, and other corridor stakeholders. The contractor must provide qualified operators, supervisors, managers, administrative personnel, and, depending on the selected pricing scenario, operations control center personnel, along with tablets, phones, and non-transit vehicles needed to support operations. The contract includes an optional three-month mobilization period beginning on or about April 1, 2027, a five-year initial term, and one two-year and one three-year option for a maximum term of ten years and three months. The anticipated go-live date is July 1, 2027. Proposals will be evaluated on technical approach, price, rail operations experience and past performance, staffing and labor relations, key personnel, and safety, security, and regulatory compliance. Offerors must submit pricing for scenarios with and without contractor-provided operations control center services and provide detailed technical, staffing, safety, experience, financial, and organizational information.
