Description
The City of Watertown is seeking a qualified consultant to conduct a comprehensive evaluation of its fixed-route CitiBus public transportation system. The study will assess existing routes, schedules, ridership, reliability, operating costs, service coverage, accessibility, equity, land use, population, employment centers, medical facilities, and other trip generators. The consultant will collect and analyze available data, identify data gaps, conduct stakeholder and public engagement, evaluate system performance, and develop practical route and service alternatives. The scope also includes advisory evaluation of the City's Arcade Street transit transfer site, consideration of connectivity and service alignment with the planned Jefferson County Transit System, and an implementation framework addressing phasing, priorities, operational impacts, cost considerations, and near-, mid-, and long-term actions. Required deliverables include a work plan, existing-conditions summary, engagement summary, performance findings, draft and final recommendations, transfer-site analysis, implementation framework, final report, and presentation materials. Proposals must include a cover letter, firm background and experience, at least three similar study examples, staff resumes, references, methodology, and a fee proposal, along with the required certifications and forms.
