Description
Orange County, New York, is procuring the manufacture and delivery of up to 31 new heavy-duty, low-floor diesel transit buses for three fixed-route systems. The base order includes 25 30-foot buses and six 35-foot buses, with options for up to 36 additional buses subject to available funding. The buses must be rear-engine, accessible, ADA-compliant, designed for severe four-season operating conditions, and capable of a 12-year and/or 500,000-mile service life. Required features include mobility ramps and securement systems, passenger and operator safety equipment, HVAC, fare collection provisions, infotainment and destination-sign systems, onboard video surveillance, GPS or communications equipment where specified, and compliance with Buy America, bus-testing, FMVSS, FTA, NYSDOT, and other applicable requirements. The contractor must provide detailed technical documentation, drawings, warranties, manuals, special tools, maintenance and operator training, service representatives, replacement-parts support, and post-delivery assistance. Bids require a completed bid form and technical narrative, pricing, training program, special-tools list, references, certifications, manufacturer information, bus-testing and Buy America documentation, applicable business registrations, warranties, supplier and Pay-to-Play forms, and other materials requested by the specifications. The contract term is five years, with two additional one-year extension periods; the solicitation states that no bonds are required.
