The U.S. Army Corps of Engineers, St. Paul District, intends to issue a future Request for Quotes for groundwater monitoring in support of a dredged-material placement site project. The contractor will collect samples from three monitoring wells, up to four government-selected residential wells, the Zumbro River, and standing water in the placement/infiltration pit, with sampling conducted before, during, and after active material placement. Samples must be analyzed by a laboratory accredited under the Minnesota Environmental Laboratory Accreditation Program for the specified methods and parameters. The work is planned in three phases: pre-placement sampling at approximately 90, 60, and 30 days before transfer begins; active-placement sampling at approximately 3, 17, and 31 days after transfer begins, with options for additional sampling at approximately 45, 59, and 73 days; and post-placement sampling at approximately 30, 60, and 90 days after transfer ends. The contractor must prepare a final sampling and analysis report within 50 days after testing is complete. This is a presolicitation notice, not an open request for quotes or proposals.
