Description
The City of Northfield is soliciting proposals for organized residential organic food and wet-waste collection within the city. The selected contractor must provide weekly collection for approximately 5,058 residential customers, supply approved containers, lids, and compostable bags, transport collected material to a Minnesota Pollution Control Agency-approved composting facility, and prevent commingling with material from other jurisdictions or commercial sources. The scope also includes special pickup arrangements for residents with qualifying disabilities, compliant collection vehicles and equipment, required licensing, spill cleanup, customer service, and adherence to applicable laws and ordinances. The contractor must provide resident education on acceptable materials and contamination prevention, maintain participation and diversion records, submit monthly complaint information, and provide annual diversion reports. The contract term is June 1, 2027, through December 31, 2031, with possible mutual extension. A $25,000 performance bond is required, along with workers' compensation, employer's liability, commercial general liability, automobile liability, and umbrella or excess liability insurance. Proposals must include the completed Proposal Form and Affidavit and Information Required of Proposers, and may be submitted electronically, by mail, or by courier.
