Description
The Colorado Department of Human Services is seeking licensed providers to offer Psychiatric Residential Treatment Facility services for children and youth with acute mental-health and complex behavioral needs. Providers may also describe QRTP beds or other related services for consideration in a resulting contract. The opportunity is open to new and existing vendors, including out-of-state providers, provided required Colorado PRTF licensure is in place by the January 1, 2027 service start date. The reimbursement model is a daily bed rate. Providers must include full operational costs for January 1 through June 30, 2027 in the proposed daily rate, and proposals should address licensing, Medicaid enrollment, facility-school or alternative educational arrangements, clinical and behavioral treatment, admissions and discharges, staffing, quality assurance, outcome reporting, and billing. Health First Colorado enrollment and any required facility-school approval must be active by service start. Addendum 2 also clarifies that vendors may include an additional facility if it will be ready for service on January 1, 2027, and that sample invoices should demonstrate Medicaid or other priority funding and incentive billing to the Department.
