Description
The Town of Portland and Portland School Building Committee are soliciting separate qualifications and fee proposals from firms to serve as the owner's project manager and owner's representative for the renovation and expansion of Valley View Elementary School at 81 High Street. The selected firm will advise and represent the Town, School Building Committee, Portland Public School District, and Board of Education throughout planning, design, permitting, procurement, construction, commissioning, occupancy, closeout, and administration of an anticipated Connecticut Department of Administrative Services school-building grant. The scope includes project budgeting and scheduling, design and constructability review, value engineering, construction-manager-at-risk procurement and guaranteed-maximum-price review, construction oversight, payment and change-order review, project records, grant compliance and audit support, commissioning, move-in coordination, punch-list and warranty administration, and final project closeout. The project budget is approximately $47,500,000, including estimated construction costs of up to approximately $38,390,809.53. Responses must address both the RFQ and RFP separately; the RFQ may not include fee information, while the RFP requires the prescribed fee proposal and supporting qualifications, financial, insurance, and non-collusion materials.
