GENESEE COUNTY ADVERTISEMENT FOR BID ADVERTISEMENT FOR BIDS TOWN OF ALEXANDER COUNTY OF GENESEE, STATE OF NEW YORK WATER DISTRICT NO. 7 General Notice Town of Alexander (Owner) is requesting Bids for the construction of the following Project: Water District No. 7 - Phase 1a Bids for the construction of the Project will be received at the Alexander Town Hall, Office of the Town Clerk located at 3350 Church Street, until October 20, 2026 at 2:00 pm local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Installation of approximately 33,300 LF of 8-inch and 12-inch PVC water main, hydrants, valves and appurtenances along NYS Route 98, US Route 20, Molasses Hill Road and Dry Bridge Road in the Town of Alexander. Contract Documents can be picked up at any of Avalon Document Services’ locations. 1. A deposit of $200.00 will be required for each set. Cash deposits will not be accepted. If bid documents are to be shipped, then Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs. Also required is Federal I.D. Number or Social Security Number at time of purchase. All deposit checks are to be made payable to the Town of Alexander. A refund will be made by Town of Alexander in the amount of $200.00 to Bidder(s) or $100.00 to Non-Bidders, for the return of all the sets in good condition within (30) days of the bid date. 2. For a non-refundable fee of Seventy-Five Dollars ($75), interested firms may request and receive an electronic download of the bidding and contract documents. 3. For a non-refundable fee of Seventy-Five Dollars ($75), interested firms may request and receive a CD with electronic copies of the bidding and contract documents. The hard physical copy of the Contract Documents must be obtained through the Avalon Planroom in order to be considered a Plan holder of record. RFI’s will be accepted until 2:00 p.m. (Local Time) on October 13, 2026, at the office of the Engineer to the attention of Mark Wright. via email: mwright@mountainengineers.com. Bid security shall be furnished in accordance with the Instructions to Bidders. Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents. Sales and Use of Tax Exemptions: The Town of Alexander is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the Town of Alexander pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Town of Alexander pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All bids shall be binding for a period of sixty (60) days after the bid opening date. The Town of Alexander reserves the right to reject any and all bids and to waive any informalities therein. Domestic Preference This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
