Description
The Department of Homeland Security's Office of Science and Technology Directorate (S&T) intends to award a sole source contract extension to APCO International Inc. for Project 25 (P25) Compliance Assessment Program (P25 CAP) support services. This program ensures that public safety communications equipment is P25 compliant and tested against interoperability standards. The contractor will provide technical support for the P25 CAP, including reviewing and developing Compliance Assessment Bulletins and evaluating submitted test documentation. Additionally, the contractor will work with DHS to enhance the P25 CAP's efficiency and effectiveness, conduct P25 Feature Gap Analysis, and support interoperability efforts. Support will also be provided for Regional Planning Committees (RPCs) and the National Regional Planning Council (NRPC), including the maintenance of the Computer Assisted Pre-Coordination Resource and Database (CAPRAD) System and a site supporting the NRPC. The period of performance for this extension is from July 1, 2026, through November 30, 2026. The primary place of performance will be at contractor facilities. Market research is underway for a recompete of these services, expected in calendar year 2026.
