Description
This is a sole-source requirement for the procurement of a Luciol Instruments Correlation Optical Time-Domain Reflectometer (C-OTDR), Part Number: LOR-223-SMF-1310FP/1550FP/1650FP-AFC, from Cotsworks, LLC. This is a customized part number for the LOR-220, a metrology-grade photon counting Correlation Optical Time-Domain Reflectometer (C-OTDR) with a very short pulse width to be utilized to perform ultra-high-resolution, single-ended distance and propagation delay measurements on passive Single-Mode Fiber (SMF) links spanning hundreds of meters. The United States Naval Observatory (USNO) requires this instrument to perform precise measurements of one-way signal propagation delay over short-range passive fiber optic links in a GPS-reduced environment. Due to the need for sub-centimeter spatial resolution for accurate one-way delay inference, standard telecommunications OTDRs utilizing long pulse widths for high dynamic ranges will not be accepted. The instrument must be portable, standalone, and capable of cordless operation. The estimated Independent Government Estimate (IGE) for this requirement is $37,600.00. The expected delivery date is August 1, 2026, with an expected lead time of 4 to 20 weeks ARO due to custom configuration.
