Description
The U.S. Army Corps of Engineers (USACE) is requesting feedback from industry on their developed procedures for executing Progressive Design Build (PDB) projects using Other Transaction Authority (OTA) for military construction. PDB is a collaborative method where a design-builder is selected based on qualifications and works jointly with the government to develop the design and establish a Guaranteed Maximum Price (GMP) before construction begins. Other Transactions (OTs) are legally binding agreements authorized under specific statutes, distinct from traditional procurement contracts and not subject to the Federal Acquisition Regulation (FAR). USACE has provided three attachments for industry review: Attachment A outlines the PDB with OTA process overview, Attachment B is a playbook for USACE Project Delivery Teams, and Attachment C contains draft Agreement Articles (Terms and Conditions). Attachment D provides a questionnaire with specific questions for industry feedback to help refine these documents and USACE's approach. Industry feedback and questions are to be submitted via "Bidder Inquiry" in ProjNet no later than 4 PM Eastern on July 8, 2026. Firms interested in one-on-one meetings for further dialogue should indicate their interest in their response.
