Description
The City of Norwalk is seeking qualified vendors to procure, install, operate, maintain, and implement a Municipal School Bus Violation Enforcement System (MSBVES) citation process pursuant to Connecticut General Statute Section 14-279c, as amended. The scope includes camera systems and related hardware, software, communications, data storage, secure image transmission, violation review and processing, vehicle-registration lookup, citation printing and mailing, hearing coordination, reporting, electronic payments, adjudication support, training, maintenance, upgrades, and ongoing operational support. Proposals must address the implementation approach, staffing, work plan, qualifications, comparable government references, pricing, and required response forms. The contract is for an initial three-year term with one optional three-year extension, for a potential six-year term. Electronic submission through the City's Bonfire portal is required, along with the specified information-security, insurance, data-protection, and technical requirements.
