Description
This Sources Sought notice is market research, not a solicitation or request for proposals. The Department of Veterans Affairs is seeking capability information from organizations able to provide blood donor panel testing services. The requested panels include standard donor screening for infectious diseases and blood typing, as well as CMV, Chagas, West Nile virus, Babesia, isohemagglutinin titers, HLA TRALI mitigation, and red cell antibody identification. Estimated quantities are provided for each test over five years. The provider would supply the labor, materials, equipment, analytical testing, supervision, and related expertise; maintain applicable FDA, CAP, CLIA, AABB, and other required licenses and certifications; and meet specified specimen-handling, reporting, and turnaround requirements. Test results must be delivered in both report and data-transfer formats, with 95% of tests reported within 24 hours of receipt of the specimen shipment container. Interested organizations are asked to submit a tailored capability statement and supporting documentation, including information about their organization and any anticipated significant subcontracting or teaming arrangements. The notice states that the eventual procurement approach has not been determined.
