Description
North Chicago Public Library is soliciting proposals for symmetrical internet access and data transmission services with guaranteed throughput, starting at approximately 500 Mbps and scalable to approximately 1 Gbps. The selected provider must include necessary provider-owned onsite equipment, propose a copper (RJ-45) handoff, describe the service pathway and any third-party leased lines, and provide pricing in approximately 250 Mbps increments. Proposals may also include pricing for additional IPv4 addresses and technically equivalent IPv6 addresses, along with optional resiliency, firewall, and DDoS protection features. Each response must include a proposed service-level agreement covering service descriptions, measurement methods, 99.99% network availability efforts, packet loss, latency, jitter, 24/7/365 trouble reporting, outage diagnosis and repair commitments, chronic-trouble remedies, and monthly and annual service reports. The solicitation requests a three-year contract with up to two optional one-year extensions and requires separate recurring and nonrecurring pricing, a service-delivery timeline, three similar-service references, the provider's E-Rate SPIN number, and a ready-to-execute or sample contract. Service delivery is required by July 1, 2027, and proposals must account for E-Rate funding contingencies and applicable E-Rate rules.
