Description
The Gulf Coast Center is accepting statements of qualifications from firms to provide as-needed professional services supporting grant management, financial operations, and human resources. Grant services may include identifying opportunities, preparing applications and budgets, administering awards, tracking compliance and deadlines, preparing reports and reimbursement requests, maintaining records, and supporting closeout activities. The scope also includes monitoring contractor and subcontractor compliance, conducting on-site monitoring visits when required, and assisting with audits, monitoring visits, and program reviews. Financial services may include executive-level CEO/CFO consulting, CFO succession planning and recruitment support, accounting and reconciliation assistance, financial reporting, internal-control and standard-operating-procedure development, Controller-position evaluation, and audit coordination. Human resources services may include reviewing HR procedures, position descriptions, staffing workflows, documentation practices, and coordination among finance, administration, and HR functions. The selected firm must demonstrate at least five years of relevant experience, including work with Texas public entities and state or federal grant programs, and familiarity with requirements such as 2 CFR Part 200, Davis-Bacon, Section 3, environmental reviews, and audit requirements. Services will be authorized on an as-needed basis, with no guaranteed minimum amount of work or compensation.
