Description

The Space Systems Command's Rocket Systems Launch Program is conducting a supplemental Request for Information to assess industry capabilities and inform two contemplated multiple-award IDIQ contract vehicles: one for commercial Space Transportation Services and commercial Space-Related Activity launch services, and another for non-commercial developmental Space-Related Activity launch services. Anticipated requirements include dedicated and multi-manifest orbital and suborbital launch services, payload preparation and integration, responsive launch within less than 24 hours, flexible launch manifests, payload swaps after task-order award when applicable, and the ability to accelerate or delay initial launch capabilities. The contemplated vehicles will acquire launch services rather than launch systems and will not impose an IDIQ-level limit on vehicle size, payload mass, altitude, orbit, energy, velocity, trajectory, or launch/test location. Respondents are asked to submit a Statement of Capability describing launch-vehicle production, flight heritage, future development plans, rapid-launch concepts, payload manufacturing, commercial and non-commercial launch experience, readiness for cost-reimbursement work, mission assurance practices, and recommendations concerning minimum-guarantee deliverables. The response must address the specified commercial-mission, non-commercial-mission, flight-heritage, mission-assurance, minimum-guarantee, and general-feedback topics; include company size status under NAICS 336414 and 481212; reference “RIDE”; and contain only unclassified and, if possible, non-proprietary information. The Statement of Capability is limited to 15 pages in 11-point Times New Roman with one-inch margins. The Government also provided legacy mission-assurance requirements covering launch licensing, spaceflight-worthiness support, engineering analyses, qualification and acceptance testing, software, structural, propulsion, avionics, telemetry, and related technical data.
