Description
The U.S. Army is seeking capability information from industry and governmental organizations able to produce, test, and deliver mature short-range tactical missile All-Up Rounds similar to the Joint Air to Ground Missile and HELLFIRE programs. The desired system must support all-weather targeting and propulsion, operation in GPS-denied environments and against advanced countermeasures, integration with manned and unmanned air, ground, and waterborne platforms using an M299 launcher or equivalent, and ranges from 500 meters to at least 8,000 meters. Intended targets include armored vehicles, command-and-control nodes, air-defense radars, counter-unmanned-aircraft systems, and small fast-attack maritime targets. Respondents must provide technology and performance information concerning seeker sensors, warheads, and propulsion. The anticipated capability includes an active, qualified, operational production line; program management, engineering, product assurance, logistics, configuration management, testing and evaluation; and related containers, pallets, environmental covers, inspection equipment, software, supportability elements, platform interfaces, and test sets. The initial order could include up to 8,000 missiles with spares and subcomponents, to be delivered within 24 months of contract award, followed by annual orders of up to 8,000 missiles with 12-month delivery periods. Respondents must address organizational qualifications, relevant experience, development approach, schedule and cost risks, subcontractor management, technical skills, potential deviations or waivers, and any exceptions. Compliance with ANSI/ISO/ASQ 9001:2015, AS 9100, or an equivalent systems-management standard is required.
