Description
The Department of Veterans Affairs is soliciting a firm-fixed-price, turnkey solution for a standalone, wired, IP-networked public address and mass-notification system supporting the Fargo VA Medical Center. The contractor must design, furnish, install, integrate, test, and commission the system across designated buildings, while maintaining operation of the existing system until the replacement is accepted. The solution must support zoned and all-call paging, live and prerecorded messages, background music, telephone paging, nurse-call and code-blue integration, fire-safety interfaces, redundant networking, battery backup, monitoring, surge protection, and expansion to future areas. The scope includes headend and subcomponent replacement, network switches, racks, UPS systems, cabling and related infrastructure, touchscreen panels, software and licenses, deinstallation of the current system, as-built documentation, user training, testing, and cleanup. The contractor must provide ongoing system support and maintenance, including 24/7/365 telephone help-desk support, monitoring, calibration, and network support for one year. The system must comply with applicable VA requirements and referenced NEC, NFPA, UL, OSHA, and other standards; use supported operating systems; meet specified sound-distribution and intelligibility requirements; and minimize disruption to healthcare operations. Quotes must include completed pricing for the listed contract line items, a completed and signed Standard Form 1449, an applicable manufacturer authorized-distributor letter, and a technical-capability narrative or supporting documentation. The solicitation also requires completion and submission of the Trade Agreements Certificate.
