Otter Tail County seeks a qualified professional engineering firm to provide design engineering services for reconstructing County State Aid Highway 38 from 200 feet west of CSAH 5 to CSAH 59 in the Urbank area. The project includes pavement removal and replacement, culvert replacement, grading, bituminous paving, roadway widening, drainage and hydraulic analysis, topographic surveying, geotechnical investigation, and preparation of roadway plans through the 95% design stage. Construction administration and inspection are excluded from the contract. The selected consultant will also provide environmental review and permitting, right-of-way plat preparation for approximately 42 affected parcels, easement-acquisition assistance, utility coordination, special specifications, bidding support, shop-drawing and supplier-submittal review, project management, and participation in project meetings. Required deliverables include technical and separate cost proposals; the technical proposal is limited to 10 pages, excluding an optional cover sheet and cover letter. The anticipated design schedule runs from project kickoff in October/November 2026 through final design and state-aid review in 2028, with construction scheduled for 2029.
