Description
Otter Tail County seeks a qualified professional engineering firm to provide design engineering services for reconstructing County State Aid Highway 38 from 200 feet west of CSAH 5 to CSAH 59 in Urbank, Leaf Mountain Township, and Effington Township. The construction project will remove existing pavement, replace culverts, perform grading, and install bituminous paving, with construction scheduled for 2029. Construction administration and inspection are excluded from the contract. The scope includes topographic surveying; geotechnical investigation and pavement-section recommendations; environmental review and permitting, including wetland, public waters, stormwater, and endangered-species coordination; hydraulic analysis of centerline culverts; right-of-way plat preparation for 42 impacted parcels; easement-acquisition assistance; preliminary and final roadway design plans through the 95% stage; utility coordination; special specifications and bidding support; shop-drawing and supplier-submittal review; project management; and participation in specified public, utility, permitting, and plan-review meetings. The attached platting procedures additionally require research and certification of public land survey corners, ownership and easement research, field measurements, preliminary and final plat submissions, two mylar copies, AutoCAD 2018 digital files with plotter style files, and setting of required property and control corners. The technical proposal is limited to 10 pages, excluding an optional cover sheet, cover letter, and separate cost proposal. The cost proposal must be submitted as a separate file and include a detailed spreadsheet of hours, personnel, rates, direct expenses, assumptions, additional services, subconsultant or laboratory fees, specified not-to-exceed and on-call rates.
