Description
The Military Sealift Command seeks proposals for a spot charter to tow two decommissioned U.S. Navy vessels: ex-FORT WORTH (LCS-3) to INACTSHIPS Bremerton, Washington, and ex-LAKE ERIE (CG-70) to INACTSHIPS Pearl Harbor, Hawaii. The contractor must provide up to two U.S.-flag, Jones Act, ocean-going certified tugs, capable of meeting the specified towing requirements, and include a lump-sum price for the mission. The layday commences December 14, 2026, and the mission allows four total days of laytime shared across both tows. The contractor must provide towing gear and hardware, emergency tow lines, alarms, navigation equipment, and nondestructive testing of vessel deck fittings. The offer must include tug specifications and certifications, bollard-pull calculations, a transit plan with routes and ports of refuge, and a comprehensive towing package for review and approval before towing. The contractor must also obtain an independent marine surveyor to evaluate tow readiness and oversee preparations. Offers must include vessel and offeror information, pricing, required representations, and applicable shipyard data; large businesses must submit a small-business subcontracting plan.
