The U.S. Coast Guard intends to award a sole-source purchase order to Eclipse Group Inc. for a professionally crewed offshore support vessel charter supporting Maritime Security Response Team West training. The contractor is to provide the vessel, crew, fuel, provisions, navigation and communications, safety equipment, training-support spaces, and marine-support services for nighttime boat and helicopter insertion and extraction training and a subsequent boarding scenario. The vessel must be U.S.-flagged, at least 170 feet long, and capable of maintaining 8–10 knots during the specified training evolutions. The attached statement of work describes a two-day mission, including offshore embarkation, training support, and return transit. It also specifies vessel and crew qualifications, safety and insurance evidence, capability documentation, a voyage plan, and up to three recent relevant past-performance references. The notice states that it is not a request for competitive proposals; any response must provide clear, compelling, and convincing evidence that competition would benefit the government.
