Description
This sources-sought notice requests a capabilities statement, not a price quote or formal proposal, from firms able to provide harbor pilot transportation by contractor-furnished pilot boats. The draft performance work statement calls for at least two oceangoing vessels, each at least 45 feet long, capable of speeds exceeding 20 knots and operating in rough seas, with capacity for at least 10 people. Each boat must be crewed by a captain and crew member, with specified training, certifications, safety procedures, and English-language capability. Service availability is required 24 hours a day, seven days a week, year-round, with defined advance-notice and arrival requirements for inbound and outbound vessel transfers. Interested firms are asked to submit a capabilities statement of no more than three pages and identify relevant past or current contracts and subcontracts, including contract numbers, performance periods, contract types, amounts, and customer-reference contacts. The draft describes a contemplated firm-fixed-price contract with a five-year ordering period beginning at contract award; this notice is for market research only, and any later solicitation would require a separate response.
