Description
The County of San Diego is seeking proposals for a comprehensive classification and compensation study covering 913 represented, unrepresented, and unclassified job classifications. The work includes evaluating the County’s classification structure, selecting and validating benchmark classifications, analyzing internal alignment, and conducting compensation surveys across approximately 13 comparator California counties and other agencies identified by the County. The contractor must provide multiple compensation-analysis methodologies, including unadjusted salaries, geographic and regional adjustments, and models used by major California public agencies. Deliverables include salary surveys, calculations, summary spreadsheets, raw and processed data, technical analysis, and a final report. The engagement also includes biweekly briefings, milestone reviews, and presentations to County leadership and labor organizations. Proposals must address the required forms, technical and program exhibits, cost/price exhibit, acceptance of terms and conditions, and any applicable confidential/proprietary information exhibit.
