Description
The County of San Diego is seeking proposals for perinatal outpatient substance use disorder services for pregnant or parenting women, women seeking gender-specific care, and eligible adolescent females. The selected providers must deliver Drug Medi-Cal-certified outpatient and intensive outpatient services, recovery services, medication for addiction treatment, assertive field-based outreach and treatment initiation, and contingency management for stimulant use disorder. Services must include culturally and linguistically responsive outreach, same-day medication access, parenting education, childcare, therapeutic interventions for clients’ children, housing-resource coordination, and collaboration with managed care plans and community partners. Offerors must propose a service region and facility location, implementation plan, staffing model, service capacity, pricing, and approach to meeting applicable state and federal behavioral health requirements. The proposal must address program methodology, organizational experience, references, staffing and organizational charts, job descriptions, financial capacity, cultural and linguistic diversity, small-local-business utilization, acceptance of contract terms, and required forms. The County anticipates awarding up to five contracts, one for each geographic lot, with a one-year initial period followed by four one-year options.
