Description
The County of San Diego is seeking Statements of Qualifications from providers to deliver 24-hour non-medical residential substance use treatment, withdrawal management, recovery, and ancillary services for adults aged 18 and older, including clients with co-occurring mental health conditions. Services must be client- and family-centered, culturally and linguistically responsive, gender-specific, trauma-informed, recovery-oriented, and compliant with applicable Medi-Cal and Drug Medi-Cal Organized Delivery System requirements. The County intends to award one or more contracts until up to 38 beds are allotted, with at least 30% of awarded beds designated as ASAM Level 3.5. Providers must demonstrate the ability to deliver ASAM Levels 3.1 and 3.5 services, withdrawal management, integrated care, medication-assisted treatment coordination, naloxone education and distribution, discharge planning, recovery services, and 24-hour residential support. The response requires a program and implementation approach, organizational experience and staffing information, financial capability, required County forms, an HHSA Cultural and Linguistic Diversity Plan, and supporting information concerning the proposed facility, licenses, certifications, and Medical Director. The anticipated contract structure is a six-month initial term followed by four one-year option periods.
