Description
The City of Hanford Public Works Department is requesting proposals for right-of-way acquisition services for four properties required for a federally funded traffic signal at 9th Avenue and E. Lacey Boulevard. The scope includes reviewing title and appraisal materials; preparing and delivering written offers; contacting and negotiating with property owners; preparing purchase-and-sale agreements and deed documents; completing document execution; pursuing partial releases of deeds of trust and other encumbrances; assisting with eminent-domain hearing documents if needed; and delivering completed files and records to the City. The City will provide preliminary title reports, legal descriptions, appraisals, and appraisal reviews. The selected consultant must be licensed under the California Business and Professions Code and comply with applicable federal and state right-of-way, prevailing-wage, and federally funded project requirements. Proposals must address the firm's qualifications, project approach and schedule, key personnel, related experience, references, subcontractors, conflicts of interest, and a separately submitted fee schedule. The City anticipates purchasing the properties by the end of December 2026 if possible, with contract performance beginning in November 2026.
