GRAYS HARBOR COUNTY NOTICE TO CONSULTANTS FOR ELK CREEK/SR 109 FLOOD HAZARD REDUCTION PROJECT Grays Harbor County (County) is soliciting interest from consulting firms with expertise in civil, hydraulic and structural engineering design and with the capacity to provide associated bridge design services for the Elk Creek Flood Hazard Reduction project. The County may at any time and for any reason withdraw or amend the terms of this solicitation. Bidders are solely responsible for all costs or expenses arising out of or relating to submitting their responses. 1. Project description. The work to be performed by the Consultant consists of providing bridge design services for flood hazard reduction projects: The services may include but are not limited to geotechnical analyses, environmental planning, preparation of permit applications, stormwater and hydraulic analysis, detailed bridge designs, bridge plan preparations, road approach designs, road approach plan preparations, technical specifications, and detailed engineering estimates. These projects have a voluntary 13% DBE goal. The County reserves the right to retain the services of the successful firm for any subsequent phases associated with these projects. Evaluation criteria. Responses will be evaluated and ranked based on the following criteria: (a) Qualifications of key personnel (b) Experience with WSDOT PS&E (c) Experience with environmental planning and permitting (d) Ability to meet schedule (e) Approach to project (f) Familiarity with relevant codes and standards (g) Past performance/references (h) Approach to meet DBE goal 3. Response. 3.1 Due date. Any firm desiring consideration must (a) submit electronically to pwd@graysharbor.us or (b) deliver four copies not later than 3:00 PM on October 16, 2026 to County Engineer John Becker at: Grays Harbor County Roads ATTN: County Engineer 100 W. Broadway Suite 31 Montesano, WA 98563-0614 3.2 Content. A Response consists of a letter of interest and statement of qualifications (limit statement to 12 pages, one sided) and provides the following information: Firm name, phone number, name of Principal-in-Charge and Project Manager, and number of employees proposed to work on the Projects. 4. Americans with Disabilities Act (ADA). In accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), the County commits to nondiscrimination on the basis of disability in all of its programs and activities.
