PUBLIC NOTICE CALL FOR BIDS NOTICE IS HEREBY GIVEN THAT THE BOARD OF COMMISSIONERS OF PUBLIC UTILITY DISTRICT 3 OF MASON COUNTY, WASHINGTON, does hereby invite sealed proposals for supplying a Substation Power Transformer as described and in accordance with Bid Document No. M2-2026, obtainable from the District upon request. Proposals for the equipment must be sealed, marked Bid Document No. M2-2026 and filed with the Purchasing Manager, Jennifer Renecker, at the District's office in Shelton, Washington, by 3:00 p.m. Wednesday, October 21, 2026. Bids received after the time fixed for receiving Bids will not be considered or accepted. At the time and place named below such Bids will be opened and read, and the Commissioners will proceed to canvass the Bids, and may let a Contract to the lowest responsible Bidder or Bidders of the specifications. BIDDING DOCUMENTS Bona fide Bidders may request bidding documents from the District's Purchasing Manager, Jennifer Renecker, 2621 E Johns Prairie Road, P. O. Box 2148, Shelton, Washington, 98584, (360) 426-8255, email purchaser@masonpud3.org. Bidding documents may also be found on MRSC Roster Bonfire electronic bidding portal at https://mrscrosters.bonfirehub.com. Free vendor registration is required to use this platform. BID SECURITY AND BONDS Each Bid shall be accompanied by a certified check, bank cashier's check or bid bond executed by a Washington State licensed surety company, in an amount not less than five percent (5%) of the bid amount. No Bid will be considered unless accompanied by such bond or security. REJECTION OF BIDS The Commissioners reserve the unqualified right in their sole and absolute discretion to waive any informalities and to reject any or all Bids, and to accept the Bid, which in their sole and absolute judgment will, under all circumstances, best serve the interest of the District. Description
Mason County Public Utility District No. 3 is soliciting a new outdoor, oil-immersed, three-phase substation power transformer rated 24/32/40/45 MVA for ONAN/ONAF1/ONAF2 operation at 60 Hz. The transformer must support a 115,000-volt high-voltage winding and a 13,090 GRDY/7,558-volt low-voltage winding, include de-energized and on-load tap changers, and be suitable for Seismic Zone 3. The scope includes four spare components: high-side and low-side transformer bushings and high-side and low-side station-class surge arresters. The contractor must design, manufacture, deliver, assemble, oil-fill, and perform factory and field testing on the transformer and associated equipment. Requirements include thermally upgraded insulating materials, copper windings, transformer monitoring and control systems, certified factory test reports, installation and acceptance testing, drawings and manuals, BABAA compliance, and a 24-month equipment guarantee. Delivery is targeted for June 1 through July 31, 2028, although later June-July delivery windows may be considered. The bid package requires the bid bond, bid proposal, bidder acknowledgment, bidding schedule, Spec-21 Exhibit A manufacturer data sheet, wage-payment and debarment certification, BABAA compliance certification, descriptive equipment information, and manufacturer data.
