Description
Costa Mesa Sanitary District is soliciting proposals for the design and installation of an advanced security CCTV system at its District Headquarters and District Yard. The system must support AI-based threat recognition, facial recognition, human-versus-animal detection, motion tracking, night vision, license-plate reading, remote access, alert notifications, and at least 30 days of video storage. Exterior cameras must provide at least 4K/8MP quality, while interior cameras must provide at least 5MP quality. The proposed architecture must support local edge storage with cloud proxying, battery backup, centralized video management, CAT 6 and wireless connectivity, cybersecurity controls, network segmentation, and future expansion to pump stations. The selected contractor will gather site information; prepare a best-practices and alternative-technology memorandum; develop design, layout, network, and construction documents; furnish and install the system; conduct required meetings and user acceptance testing; and provide annual software licensing, maintenance, troubleshooting, and support. Addendum No. 2 requests information about the contractor’s capability to add, integrate, or team with subcontractors to provide key-card readers, door and window alarms, motion detectors, intrusion alerts, and integration with outside alarm-monitoring vendors. The District may use the responses to expand or modify the project scope, and a subsequent schedule update is expected. Proposals require separate technical and cost submissions, with the technical proposal limited to 20 pages excluding attachments and appendices. The project is subject to California licensing, prevailing-wage, insurance, bonding, and NDAA-compliance requirements; Chinese state-owned component manufacturers, including Hikvision and Dahua, are prohibited.
