Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 22, intends to sole source an upgrade to the Prism Code Blue paging system at the VA Loma Linda Medical Center. The existing system is proprietary and experiencing progressive failures, impacting the facility's ability to respond to critical events like Code Blues. This upgrade to the PriMega/PIPX platform is necessary to ensure reliable emergency communications in compliance with VHA Directive 1177 and NFPA 101 Life Safety Code requirements. The scope of work includes providing all necessary supplies, software, hardware, project management, installation services, field support, and post-implementation support for the upgrade. Specific items include PIPX-Server, PriMega Gateway Software V11, PriMega Off Air Decoder Interface, PriMega NoLoss server interface, PriMega Dispatcher v3, PriMega SIP Licenses, various input interfaces, encoding software, Prism IP Base Station Controllers, VHF paging transmitters, OMI System v3, and Unication Pagers. Services include project management, installation assistance, and 24/7 support. The contractor must have direct OEM experience with Prism-IPX/PriMega/PIPX systems. Response time for service calls is critical, requiring acknowledgment within 2 hours and on-site presence within 24 hours. The contractor must also provide a Point of Contact (POC) with full authority to act on all matters relating to the daily operation of the contract.
