Description
The Iowa Department of Transportation seeks a consultant to provide guidance and oversight for public transit facility projects funded by the Federal Transit Administration. Work may include project development review, construction monitoring and documentation, compliance with federal requirements such as Buy America, Davis-Bacon, and NEPA, grant compliance and reporting, procurement support, technical assistance, and project closeout support. The workload is expected to average approximately 20 hours per week, with demand varying by project schedules and FTA needs. Firms may use subconsultants and must identify them in the proposal. The contract is an on-call agreement for three years, with up to two one-year extensions; no minimum workload or contract value is guaranteed. Proposals are limited to 10 pages and must be submitted as a single electronic PDF. Cost information must not be included. Evaluation considers team qualifications and experience, relevant project experience, responsiveness and understanding of the work, and familiarity with the department’s processes and standards.
