Description
Dallas County Health and Human Services is seeking a contractor to support its Weatherization Assistance Program by assisting pre-screened multifamily residential properties, property owners, managers, and tenants with completing applications and collecting landlord, income, residency, and eligibility documentation. The contractor must review paper-based applications for accuracy, support applications in English and Spanish, maintain data accuracy, integrity, and confidentiality, and submit completed applications to the program within three business days of receipt. Applications must generally be completed within 30 days of initiation, and the contractor must provide timely responses, a dedicated point of contact, monthly reporting, and at least 42 applications per month. The contractor must have at least three years of relevant experience, experience with federally funded programs and low-income or diverse populations, and capacity to manage large-scale intake operations and data systems. Personnel must undergo background checks and E-Verify. The five-year service price agreement has an estimated value of $500,000 and requires itemized per-application pricing. Proposals are evaluated on experience and qualifications, technical approach, staffing capacity, cost, and Small Business Enterprise participation.
