The City of North Augusta is soliciting a consultant to perform a current, citywide tree-canopy and land-cover assessment using recent four-band National Aerial Imagery Program imagery, LiDAR, GIS data, and related remote-sensing or object-recognition tools. The work includes classifying tree canopy, other vegetation, impervious surfaces, bare soil, buildings, and water; calculating acreage and percentages across the city and additional geographies; identifying and prioritizing potential tree-planting areas; quantifying ecosystem services; recommending a canopy goal; and documenting quality-control methods with at least 90% overall mapping accuracy. Required deliverables include a tree-canopy assessment report with maps and methodology, an ADA-compliant digital version, a 15–20-slide PowerPoint presentation, GIS raster or polygon and vector data with geodatabase and map documents, and community-education materials. The consultant must present draft results for City staff review and incorporate comments before finalizing the report and maps. The bid package requires the Bid Form, Addendum Form, Respondent Qualifications Form, Respondent Reference Form, Non-Collusion Form, Debarment Statement Form, Lobbying Certification, Certificate of Drug-Free Workplace, and EEOC Form. Three similar completed project references are required.
