Description
Aiken County Public School District is requesting proposals from qualified consultants or registered architects with demonstrated K–12 planning and forecasting experience to develop a comprehensive Demographic Study and Optimization Plan. The work includes current-state analysis, at least six years of demographic and enrollment forecasting, historical demographic analysis, GIS analysis of enrollment and spatial trends, school-level membership forecasts, building utilization forecasts, and scenario modeling for attendance-area changes and their impacts. The selected consultant will assess current facility utilization, facility conditions, educational adequacy, capacity for growth, modernization and renovation needs, major building-system maintenance, and deferred-maintenance priorities across District facilities. The final Optimization Plan must provide recommendations for facility expansion, renovation, replacement, land acquisition, alternate facility uses, attendance-boundary and program-location changes, capital improvements, future enrollment updates, reliable cost estimates, and implementation timelines. The consultant must also provide at least three references for similar public school district projects and present findings to District staff, the Board of Trustees, and, if requested, citizens at town hall meetings.
