Description
The State of New Mexico is soliciting a single contractor through competitive sealed proposals for construction of a new veterans cemetery in Carlsbad. The project includes an approximately 2,810-square-foot administration and maintenance building; a committal shelter; precast columbarium units; a memorial wall; burial areas with in-ground crypts and cremains; paved asphalt roads, concrete curbs, stormwater drainage cells, frontage gates, ornamental and chain-link perimeter fencing; drought-tolerant xeriscaping; irrigation; and associated plumbing, mechanical, fire suppression, electrical, communications, security, and Dark Sky-compliant site lighting systems. The project includes one separately priced additive alternate for administration-building interior improvements and a columbarium addition. The contractor must complete the work within 18 months, or 540 calendar days, and must provide extensive technical, staffing, management, safety, bonding, subcontractor, past-performance, cost, and construction-planning information. A bid security bond of at least 5% of the bid amount is required, while performance and payment bonds at 100% of the contract sum are required after award.
