Description
The U.S. Army Mission and Installation Contracting Command at Fort Hood is soliciting firm-fixed-price installation custodial services supporting Fort Hood and the Belton Lake Outdoor Recreation Area, including the Warrior Transition Unit and Child Youth Services. The requirement covers approximately 432 buildings and about 3.65 million square feet, with Basic 1-, 3-, 5-, and 7-day services and Enhanced 5-day services. Work includes restroom and kitchen cleaning and disinfection, trash and recycling removal, window and food-service-area cleaning, carpet vacuuming and spot cleaning, hard-floor care, annual carpet and floor services, dusting, drinking-fountain cleaning, and restroom supply replenishment. The contractor must furnish personnel, supervision, equipment, materials, supplies, transportation, and tools; comply with applicable wage, environmental, safety, security, and installation-access requirements; and provide quality-control, scheduling, building-closure, waterless-urinal, hazardous-material, and other recurring reports. The contract includes a one-month phase-in, an 11-month base ordering period, and two 12-month option periods following a five-year ordering period, for a seven-year maximum ordering period. The requirement is reserved for a HUBZone small-business prime contractor subject to applicable limitations on subcontracting. Amendment 0004 adds mandatory-source, tax, stop-work, government-delay, and Buy American clauses, permits proposal revisions, changes the deadline to October 23, 2026, at 12:00 p.m. Central Time, and requires exclusive submission through the DoD SAFE portal. The amendment also requires offerors to account for potential AbilityOne Procurement List impacts and acknowledge the amendment. Office space in Building 4819 will be provided by the Government at no cost to the contractor.
