Description
Hood County is requesting competitive sealed proposals from qualified general contractors to deliver a bond-funded jail expansion and renovation project. The work includes an approximately 25,415-square-foot secure housing addition with approximately 160 detention beds and a 40-bed alternate, plus renovations to visitation, holding, staff-support, laundry, kitchen, and other existing jail areas. Scope includes site development, structural and building systems, detention equipment, security electronics, CCTV, access control, intercom and duress systems, kitchen and laundry equipment, utility connections, testing, commissioning, training, and closeout. The existing jail will remain operational during construction, requiring phased coordination of inmate and staff movement, secure access, deliveries, utility shutdowns, security requirements, CJIS-related personnel screening and training, and continuous facility operations. Proposals must include technical sections addressing firm qualifications, comparable detention projects, key personnel, approach, capacity, proposed subcontractors, and a separately sealed price proposal with base and alternate pricing. A minimum 5% bidder's bond is required with the proposal; payment and performance bonds of 100% of the awarded contract amount are required after award.
