Description

Oconee County is soliciting a Construction Manager at Risk to provide preconstruction and construction-phase services for a new approximately 3,150-square-foot EMS building and approximately 5,000-square-foot Facilities Maintenance Shop. The scope includes technical review, cost estimating and verification, value engineering, constructability and maintainability review, schedule development, procurement and coordination of construction subcontracts, safety and quality control, cost control, permitting, construction management, testing coordination, as-built drawings, closeout, training, and warranty administration. The project includes site preparation and demolition, grading, erosion and sedimentation controls, stormwater detention and drainage, water and sanitary utilities, a sewer lift station and force main, paving, parking, fencing, landscaping, electrical, low-voltage, HVAC, plumbing, fire protection, access control coordination, generator-related work, and building construction. The contract is expected to use a cost-plus-fixed-fee structure with a Guaranteed Maximum Price and open-book accounting. Proposals must include experience on at least three similar government construction projects completed within the last 10 years, each valued at least $2.5 million, with client references and contact information; proposed team qualifications and resumes; a preconstruction and project management plan; cost proposal; financial information; bonding-capacity documentation; and litigation or professional-liability-claim disclosures.
