Description
The Department of Veterans Affairs is conducting market research for a potential design-bid-build construction project. The anticipated work includes excavation and grading; stormwater and utility infrastructure; roads, curbs, paving, irrigation, and controls; columbarium construction; installation of approximately 8,500 Government-furnished pre-placed crypt units; and renovations to the Public Information Center and maintenance building, including architectural, mechanical, electrical, plumbing, building-envelope, and interior improvements. The design documents are expected to identify approximately 4,080 columbarium niches. The contractor would coordinate work around ongoing cemetery operations and interment services; the VA would procure and furnish the crypt units separately for installation by the construction contractor. This is a Sources Sought notice for market research, not a solicitation or request for a price proposal. Interested firms are asked to submit a capability statement, preferably no more than 12 pages, covering company and certification information, relevant projects, bonding capacity, project-management and safety approaches, experience with Government-furnished precast products, self-performance and subcontracting plans, and feedback on the scope and schedule. The estimated construction magnitude is $10 million to $20 million; a 12–18-month period after notice to proceed is anticipated. The VA is considering, but has not finalized, a competitive SDVOSB set-aside or acquisition approach.
