Description
The California State Controller's Office is seeking a contractor to provide consulting and advisory services to fully incorporate virtual currency and other digital assets into its unclaimed property program. The work includes integrating standard operating procedures into the 2026 unclaimed-property reporting period so staff can transition to ongoing maintenance and operations. The solicitation identifies digital financial assets as cryptocurrency, virtual currency, or digital currency subject to reporting and remittance in native form under California's Unclaimed Property Law. Addendum 1 revises Attachment 16, Proposer Firm Qualifications, by removing the time-base and percentage-of-time columns; all proposals must include the revised workbook or be rejected. The proposer itself, rather than a subcontractor, must satisfy both firm minimum qualifications: at least 10 years of recent experience providing audit and technical accounting services to a large state-level government, and at least three years of recent experience supporting public-sector entities or organizations with more than $250 million in program assets in providing guidance and related policy on holding digital assets. The DVBE requirement has been waived, although DVBE participation may qualify for an incentive if applicable.
