The Ontario Energy Board is procuring expert consulting support for its review of Hydro One Networks Inc.'s second joint transmission and distribution re-basing application, which will propose a custom incentive regulation framework for rates effective from 2028 through 2032. The expert will assist Ontario Energy Board staff—not the panel of commissioners—in evaluating the strengths and weaknesses of Hydro One's proposed framework and supporting studies. The work is expected to include separate productivity and cost benchmarking analyses for the transmission and distribution businesses, review of alternative approaches considered and rejected by Hydro One, and analysis of evidence submitted by Hydro One and its external consultant. The estimated contract period is 12 months.
